PROBLEM TO BE SOLVED: To provide a scraping device in which the plate thickness of rotating plates is thinned, contact sections being in contact with powdered medicine resin sections are reduced to control the adhesion of the powdered medicine onto the rotating plates and improve the portioning accuracy of the powdered medicine, and the maintenance is easy, and also to provide a portion packaging machine using the device. SOLUTION: Disks 3 of a scraping device B are so constituted as to clamp resin plates of plate thickness uniform all over the whole zone by metal plates 31a and 31b, partitions 5 are so constituted as to clamp resin plates of plate thickness uniform all over the whole zone by metal plate 51a and 51b, and all above resin plates are provided with protrusions 32a and 52a protruded respectively from the metal plates 31a and 31b and the metal plates 51a and 51b. Thus, the resin sections protruded in the plate thickness direction of the disks 3 and partitions 5 are eliminated to make the plate thickness thinner and firmly fix the resin sections on the metal plates.
