PROBLEM TO BE SOLVED: To provide a method and a device in which a map having an arbitrary scale reduction factor is simply and speedily displayed employing map data having a single reference scale reduction factor. SOLUTION: A data converting means 103 executes a thinning process that is determined beforehand for every different arbitrary scale reduction factor for map data having a reference scale reduction factor that is stored in a map data file 101 as a reference, and map data having a plurality of different arbitrary scale reduction factors are generated. A map plotting means 106 selects map data having an arbitrary scale reduction factor from the map data having a plurality of different arbitrary scale reduction factors and displays the data on a display device 112.
