PROBLEM TO BE SOLVED: To obtain a time-correcting apparatus to be loaded to an artificial satellite which corrects an error generated to an actually observed position in accordance with an error caused by the perturbation of an orbit between an estimated orbit value and the actual orbit position. SOLUTION: A pass time of an orbit position which is a time reference of a satellite orbit, e.g. an ascending node or the like can be updated to a newest value with the use of a satellite position/time-determining part using a GPS(Global Positioning System) receiver or the like. Moreover, a time change generated to the pass time of the orbit position by the perturbation of the orbit is made a correction amount for a satellite-loaded clock.
