PROBLEM TO BE SOLVED: To prevent a fingerprint collating device from illegally being operated, to discriminate an internal illegal operator from an external illegal operator, and to make specifiable an illegal operator. SOLUTION: A fingerprint data collating means 7 collates input fingerprint data with registered fingerprint data and stores the fingerprint image in an actual fingerprint image storage means 9 when making an NG decision. An NG data deciding means 12 collates the NG fingerprint data with the registered fingerprint data and when there is matching between them, an internal illegal operation detecting means 13 decides operation by an internal illegal operator. An NG data recording means 14 records the NG fingerprint data and when an NG data repetitive match deciding means 16 decides that the NG fingerprint data are matching more than once, an external illegal operation detecting means 17 decides as an operation by an external illegal operator.
