SOLUTION: This reproducing device is provided with reproduction means 11, 12, 13, 14 that reproduce an MPEG transport stream recorded on a recording medium at a prescribed speed and transmission means 15, 17 that transmit the reproduced MPEG transport stream at a prescribed transmission system without deleting PTS. The recorder is provided with reception means 19, 20, 21, that receive the MPEG transport stream sent from the reproduction device and recording means 22, 23, 24, 25 that record the MPEG transport stream at the prescribed speed while keeping the PTS having already been added without adding a new PTS.
