<p>PROBLEM TO BE SOLVED: To solve a problem of a conventional link setting method by which a new link cannot have been effectively set. SOLUTION: The new link is set by executing sets of processing (a)-(d) as shown in the following; processing (a) where links are rearranged depending on a link utilizing rate, processing (b) where links are deleted from a network until the network is divided into sub networks after the processing (a) in the order of a higher link utilizing rate, processing (c) where nodes are selected from the sub networks obtained through the division on the basis of a relay traffic amount of nodes after the processing (b), and processing (d) where the new link is set between the selected nodes after the processing (c).</p> |
