PROBLEM TO BE SOLVED: To effectively conceal a protection object echo by conforming precisely timing when the protection object echo and a disturbing radio wave reach to an opponent radar. SOLUTION: A protection object 2 receives a radar pulse 14 from the opponent radar 1 and the disturbing radio wave 6 from a radio disturbing decoy 3 to detect a receive timing difference between the both, and information provided therein is transmitted to the disturbing decoy by a communication signal 15. The decoy 3 receives the information about the timing difference to control transmission timing of the disturbing radio wave repeatedly to make it zero all the time, and the timing when the protection object echo and the disturbing radio wave reach to the opponent radar is precisely conformed with a real time thereby.
