PROBLEM TO BE SOLVED: To always smooth the motion of a moving picture when the moving picture recorded by a video signal of a different display frequency from that being used for displaying already set graphics is overlay-displayed on the graphics. SOLUTION: A video signal stored in a temporary storage part 102 from an external part by a storage data calling part 101 is stored in a frame memory after decoded and image-processed, while a display frequency recognition part 131 recognizes a display frequency to be originally used when displaying from a video signal stored in the temporary storage part 102, and based on the recognized display frequency, a display frequency reset judging part 132 retrieves an integral multiple of the display frequency by a display frequency setting holding part 106 and judges the resetting of this display frequency only when the detected display frequency is a setting other than that being used, and following this, a display frequency setting part 107 is notified of this and resets a graphics processing part 108 to the judged display frequency for overlay- display.
