A control system and method are provided having a control agent [16] controlling a user interface [20], a robotic control [90], a programming control [40], and a job control [50]. The control system is used with a feeder/programming/buffer system [10] which has a feeder mechanism [11] for receiving programmable devices, a robotic handling mechanism [12] for manipulating the programmable devices among the other mechanisms, a programming mechanism [13] for performing a programming operation on the programmable devices at a high rate of speed, and a buffer mechanism [14] for providing the programmed programmable devices to a production assembly line on a continuous basis.
