PROBLEM TO BE SOLVED: To provide an automated coil handling device and an operating method. SOLUTION: This coil handling device 10 has a dividing assembly 12 having a pair of rotatabie spindles 18 for supporting a coil material 104, and a binding tie plate is mounted on a predetermined circumferential position of the coil material 104 by means of a tie plate binding head assembly 142. After the tie plate binding operation is completed, a reversing assembly 60 removes the bound coil material 104 from the dividing assembly 12, the dividing assembly 12 is separated from the reversing assembly 60, the reversing assembly 60 places the bound coil material 104 on a conveyor assembly 120, and the conveyor assembly 120 conveys the bound coil material 104 to a place for the shipping or handling work prior to the commercial delivery.
