PROBLEM TO BE SOLVED: To provide an automatic paper cutting and anchor mounting device to simultaneously and automatically cut the drain paper and mount an anchor on the paper which can reduce the effect by mud scatter, reduce the size of the device, and achieve the placement work by fully turning a placement machine in a narrow place or the like. SOLUTION: A cutter 9 for cutting a drain paper is formed on one tip part of a pair of right and left turning arms driven by cylinders 6 and 7, an anchor to be mounted on the paper is placed thereon, and a member to guide the paper and receive the cutter 9, and a member to mount and fix the anchor to a cut end of the upper paper are provided on the tip part of the other arm 3. When a casing is placed, the right and left arms 2 and 3 are turned outside the mud scattering range, and both arm tips are turned in an approaching direction when the paper is cut and the anchor is mounted at the same time.
