PURPOSE: A method for producing a tobacco capable of neutralizing nicotine is provided, therefore the nicotine and tar in the tobacco can be removed by the oak tree and pine resin. CONSTITUTION: The method for producing a tobacco capable of neutralizing nicotine comprises the steps of: washing leaves and stalks of oak tree and cutting them to have a size of 1 to 2 cm; mixing the treated oak tree with pine resin powder in the weight ratio of 2:1; drying the mixture until the water content of the mixture becomes 1 to 3%; heat-sterilizing the dried mixture and pulverizing it to have a size of 100 to 130 mesh; and adding 3 to 5 wt.% of the mixture of oak tree and pine resin into a tobacco. The mixture of oak tree and pine resin may be added into the tobacco in the amount of 6 to 10 wt.%.
