PROBLEM TO BE SOLVED: To improve the bleeding characteristic of a silicone oligomer included in a developer regulating member made of silicone and to eliminate the image defect occurring in the silicone oligomer. SOLUTION: The bleeding of the non-reactive silicone oligomer included in the member is greatly improved by controlling the crosslinking degree of silicone rubber to 4×10-4 to 6×10-4 mol/cc and the amount of the reinforcing fillers to be added to 0 to 15 pts.wt., by which well transferred images may be obtained.
