PROBLEM TO BE SOLVED: To perform character recognition corresponding to a cell structure by properly recognizing the cell structure from a document format which has one item represented by more than one cell and one set of data represented by more than one cell. SOLUTION: A character recognition system performs cell extraction for extracting the minimum unit of an area encircled with ruled lines, etc., as a cell from image data obtained by reading an image out of a document, etc., specifies item rows and data rows by arraying respective cells in the row and column directions and also generates table cell structure data showing the structure of the respective cells, the relation between cells, etc., and performs a recognizing process for the cells according to the table cell structure data.
