PROBLEM TO BE SOLVED: To eliminate the problem that an input-output operation is reset to temporarily stop a control operation in the case of changing configurations of an input-output module. SOLUTION: Difference data between new configuration information data and the current configuration data are downloaded to the input-output module, and only the configuration of a part to be changed is changed. When the configuration is changed, the operation of the input-output module is checked, only the configuration to be changed is changed when the operation is normal, and the entire configuration is changed when the operation is not normal. Because an input-output operation can be performed even in the middle of the change, the control is no longer temporarily stopped.
