PROBLEM TO BE SOLVED: To provide a buffer capable of increasing the transmission speed of an input signal to be transited from a high level to a low level and an input signal to be transited from the low level to the high level. SOLUTION: The buffer is provided with a pull-down means for generating an output signal to be quickly transited to a 1st state when an input signal is transited from the 1st state to a 2nd state in response to a control signal of the 1st state, a pull-up means for generating an output signal to be quickly transited to the 2nd state when the input signal is transited from the 2nd state to the 1st state in response to a control signal of the 2nd state and a control signal generation means for generating a control signal by the function of the output signal. Thereby not only an input signal to be transited from the low level to the high level but also an input signal to be transited from the high level to the low level can be quickly transmitted.
