PROBLEM TO BE SOLVED: To provide a system improved in the reliability of communication between a center device and terminal equipment for collecting measured data. SOLUTION: A receiving frequency is set for waiting respective relay base stations 6, 7, etc., each of received electric field intensity is investigated and registered by calling the respective relay base stations 6, 7, etc., from terminal equipment 4 and when the communication is disordered, the terminal equipment 4 performs the communication by selecting the relay base station of the next strong received electric field intensity.
