PROBLEM TO BE SOLVED: To reduce adverse effects on other precision (medical/control) devices or the like due to an electromagnetic wave emitted from a mobile terminal to the utmost. SOLUTION: A wireless base station device is installed in a preset specific area in the mobile terminal communication system. When a mobile terminal makes position registration in the specific area, an exchange 1 receives a position registration request signal from the mobile terminal, and a subscriber number read section 16 reads a mobile terminal subscriber number from the position registration request signal and stores it to a subscriber number storage section 17. An automatic dial control section 12 makes an automatic dial to the mobile terminal on the basis of the mobile terminal subscriber number read by the subscriber number read section 16. When the mobile terminal replies the dial signal, an announcement information transmission section 14 transmits announcement information stored in an announcement information storage section 15 to the mobile terminal. A speaker section of the mobile terminal outputs the announcement information having stored in advance in the announcement information storage section 15.
