The procedure for fixing of the reflecting surface (10a) has the following steps: a condition-adjusting step in which is adjusted a light source position at which a light source is to be located and an optical axis that goes through the light source position and fixes the direction in which light from the light source is to be reflected by the reflector (1); an initial reference line-adjusting step in which several initial reference lines are adjusted that each go out radially from a certain position on the optical axis so that on each of the reference lines the light densities which are fixed in the direction along the optical axis for respective sections of the initial reference lines, are constant.
