PROBLEM TO BE SOLVED: To obtain a skin preparation for external use capable of improving percutaneous absorption of bleaching component by using both the bleaching component and a polyethylene glycol having a specific average degree of polymerization, especially useful as a bleaching cosmetic due to remarkable improvement in preventing/improving effect on freckle/brown spot. SOLUTION: This skin preparation for external use comprises the bleaching component and at least one or more kinds selected from polyethylene glycols of the general formula (1): HOCH2(CH2OCH2)nCH2OH (n is a number of 4 to 5).
