PROBLEM TO BE SOLVED: To provide a method for producing fine particles having certainly chemically bonded functional groups by which the fine particles having <=100 nm mean particle diameter is easily prepared and storage stability thereof under a water dispersed state is good. SOLUTION: A compound having a terminal blocking effect on a monomer included in A layer is included in B layer in the method for producing the fine pus by which the A layer containing the monomer is brought into contact with the B layer containing water as a main component.
