PROBLEM TO BE SOLVED: To efficiently carry out tunnel backfilling work to shorten a construction period. SOLUTION: In parallel with excavation of the natural ground 40, earth 51 generated by excavation is mixed with a filler 50 to produce a backfilling material 52 which is employed as the backfilling material 52 to be placed to the rear of an outer shell 2. In this manner, operation of the excavation is carried out simultaneously with operation of placement of the backfilling material 52.
