PROBLEM TO BE SOLVED: To provide a system that can limit incoming and outgoing calls without the need for any troublesome operations by a terminal itself. SOLUTION: In the communication system consisting of a base station installed in an outgoing/incoming call restriction area and a terminal that makes an outgoing/incoming call in the coverage area of the base station, the base station is provided with a means that transmits setup information denoting that a ringer tone is turned off at the arrival of an incoming call to the terminal in the coverage of the base station and the terminal receiving the information recognizes the arrival of the incoming call without ringing a ringer tone by means of other incoming call notice means.
