<p>PROBLEM TO BE SOLVED: To surely decode and objective dynamic image signal by specifying a video frame in a coded image signal, at the time of decoding using a simple configuration. SOLUTION: A video encoder 11 adds time code information, generated from a time code generator 13 to a frame equivalent to an I image of a GOP in the case of encoding a dynamic image signal and gives the coded image signal to a video decoder 12. The video decoder 12 extracts the time code information from the received coded image signal to grasp a GOP structure and the video frames in the coded image signal, decodes the coded image signal into the original image signal, on the basis of the grasped result and recovers the time code information.</p> |
