PROBLEM TO BE SOLVED: To improve reliability of the evaluation value of a combined character string. SOLUTION: The shape certainties K (i, j and k) of candidate characters L (i, j and k) which are extremely high in possibility of being recognized as characters are set to be 100. The shape certainties K (i, j and k) of the candidate characters L (i, j and k) which are extremely low in possibility of being recognized as characters are set to be 0. The shape certainties K (i, j and k) of the candidate characters L (i, j and k) whose possibility of being recognized as characters are ambiguous are set to be values larger than 0 and smaller than 100.
