<p>PROBLEM TO BE SOLVED: To provide an interlaced scanning processing coding/decoding method and device utilizing generalized peripheral pixel orientation values, that can use a subordinate layer with a size reduced at an arbitrary rate and to provide a linear down/up-sampling system used for the device. SOLUTION: This linear down/up-sampling system is configured, such that a given reduction ratio m/n is divided into two parts, 1/2K and (m×2K)/n, linear down sampling sequentially adoption the two division parts is executed (steps 311-316 and steps 321-326), a given magnification ratio n/m is divided into two parts, n/(m×2K)/n and 2K, and linear up sampling sequentially adoption the two division parts is executed.</p> |
