PROBLEM TO BE SOLVED: To visually grasp and confirm actual thermal margins throughout all operating ranges and to enable efficient operation to be performed without impairing safety in monitoring of the thermal margin of a nuclear reactor. SOLUTION: In this thermal operation margin monitoring, CPRs of all fuel rods are calculated from data related to core monitoring of a nuclear reactor by using a critical power correlation equation, an expected value of the number of fuel rods achieving transition boiling is determined from the calculated CPRs in consideration of indeterminacy of data in the critical power correlation equation, and a curve group of the expected value of the number of equivalent transition boiling fuel rods (a curve A group) is calculated. This is displayed on a graphic chart of power-flow rate, and when the curve A (0.1%) intrudes into a predetermined area of the graphic chart, an alarm is sent to an operation system of the plant.
