PROBLEM TO BE SOLVED: To solve the disadvantages of conventional toilet seats and seat covers that it is cumbersome to take off a stiffener in the flexible engagement portion for washing, as a frame in the portion disturbs the work, secondly the flexible frame cannot be fixed to the inner side of the toilet seat and sometimes sticks out and thirdly it is difficult for a beginner user to turn over a seat cover first to install. SOLUTION: A collar 2 is provided on the inner side of a toilet seat 1, an inner shrinkage engagement portion 4 is installed on the inner side of a fabric 3 of the toilet cover and an outer one 5 on the outer side. The inner shrinkage engagement portion 4 is fixed to the inner side of the collar 2, put through the inner circumference of the toilet seat 1, the outer shrinkage engagement portion 5 is reversed and extended toward the outer circumference. Joining members 6 installed on the front edge of the outer shrinkage engagement portion 5 are led below the hinges striding them.
