PROBLEM TO BE SOLVED: To provide a frame rate converter which frame-rate-converts video signals at an arbitrary ratio using a more simple constitution. SOLUTION: Inputted video signals are written into any one of first to third picture memories 104 (a bank A) to 106 (a bank C) by an input bank switcher 102. The write-in memory bank is specified by a write-in control circuit 112 which determines whether to increment a memory bank to be written-in next or not based on input and output vertical synchronizing signals. The video signals written in each picture memory are outputted by selecting an appropriate bank by an output bank switcher 110. A read-out memory bank is specified by a read-out control circuit 114 which determines whether to increment a memory bank to be written-in next or not based on the input and output vertical synchronizing signals.
