PURPOSE: To prevent communication from being jammed depending upon the travel state of a vehicle. CONSTITUTION: When the vehicle 28 enters a toll gate and a vehicle detector 16 detects the entry of the vehicle 28, a communication link request is outputted from a fixed station 10 to the mobile station 30 of the vehicle 28 through an antenna 26 and the fixed station 10 and mobile station 30 begin to send and receive information regarding toll collection. The mobile station 30 and fixed station 10 are inhibited from communicating for a certain release timer time after the communication ends and the mobile station 30 receives the communication link request from the fixed station the release timer time later to become able to communicate. The fixed station 10 measures the passage time needed for the vehicle 28 to travel between a vehicle detector 16 and a vehicle detector 24 and the release timer time is updated according to the passage times of each of vehicles.
