PROBLEM TO BE SOLVED: To transfer data always at a high speed regardless of system constitution and the size of transfer data and to enable efficient communication. SOLUTION: When data consisting of a header and a data are transferred mutually between input/output equipment and a core 10, a CPU 123 compares and verifies a data transfer time lag time with the time for assembling the header and data into a single packet to control switching between an individual transfer for the header and data and a transfer for assembling the header and data into a single packet.
