A device for forming images using the toner includes a latch circuit (16k) to hold the output from a shift register (16j) for converting serial data into parallel data at predetermined intervals. A driving signal (DS1) held in the latch circuit (16k) is input to a high-voltage drive circuit (161-1). When the driving signal (DS1) is at a positive logic level (+5 V),first level conversion means (16l-1b) in the high-voltage drive circuit converts it to a positive high-voltage logic level to drive a first high-voltage output means (16l-1d) that in turn produces positive high-voltage (for example, 350 V) output. When the driving signal (DS1) is at a negative logic level (GND), second level conversion means (16l-1c) converts it to a negative high-voltage logic level (-5 V) to drive a second high-voltage output means (16l-1e) that in turn produces a negative high-voltage (for example, -50 V) output. According to the device, toner is prevented from drifting, resulting in quality image.
