PROBLEM TO BE SOLVED: To provide a clean packaging bag in which a bonding agent or an ink is not migrated to a content and a content contact face is kept in the clean state. SOLUTION: An outer face film 2 including an ink layer and a bonding agent layer and heat weldable with a tubular inner film 1 is overlapped on the outer side faces of faces facing each other of the two-folded tubular inner film composed a thermoplastic resin to form a double structure film 3, and an opening in one direction of the film 3 of the double structure is formed into an opening side 6, while the rest three directions are sealed to form heat sealed sides 7.
