PROBLEM TO BE SOLVED: To provide a floor heating panel structure which can be laid surely without causing any damage to the floor heating members, i.e., heater wire and hot water pipe. SOLUTION: Floor heating members 6 are buried in the upper part of a basic material 5, and form materials 3 having substantially reverse L-shaped cross-section provided with a plurality of small hole parts 8 intermittently in the longitudinal direction are disposed along the long side of the basic material 5. The form materials 3 are fixed from the opposite sides of the basic material 5 to cover the upper end and the side faces thereof.
