PROBLEM TO BE SOLVED: To provide a combustion abnormality detecting device, capable of detecting the occurrence of flooding through a CO sensor mounted normally on a bath hot-water supplier or the like, and a combustion device equipped with the combustion abnormality detecting device. SOLUTION: An existence of abnormality deciding means 111 decides the occurrence of combustion abnormality based on the present value of carbon monoxide concentration detected by a CO sensor 25 while a cause of abnormality deciding means 112 decides the cause of combustion abnormality based on the pattern of changing of the concentration of carbon monoxide in exhaust gas in accordance with the elapse of time. Materially, when the concentration of carbon monoxide is raised slowly, the slow increase of the pressure loss of supplying air or exhaust gas during a long period of time, such as the clogging of fins for a heat exchanger, is decided as the cause of the abnormality and when the concentration of carbon monoxide is increased within a short period of time and the value is fluctuated largely within a short period of several seconds, the cause of the combustion abnormality is decided as strong wind while the cause is decided as flooding when the concentration of carbon monoxide is raised within a short period of time and the value of the concentration of carbon monoxide is not fluctuated.
