PROBLEM TO BE SOLVED: To permit the change of kind of gas even after converting the quantity of heat. SOLUTION: A number retaining unit 3 retains a number code B, a quantity of heat retaining unit 4 retains a quantity of heat code D and a quantity of heat retaining unit after converting quantity of heat 5 retains a quantity of heat code after converting quantity of heat F. When a quantity of heat converting unit 6 has received a quantity of heat converting signal G, the number code B of the number retaining unit 3 is inputted into a number retaining unit before converting quantity of heat 7 through a number retaining signal H to input a new number code B into the number retaining unit 3, the quantity of heat code D of the quantity of heat retaining unit 4 is inputted into a quantity of heat retaining unit after converting quantity of heat 8 through a quantity of heat retaining signal I to input the quantity of heat code after converting quantity of heat F into the quantity of heat retaining unit 4 as the quantity of heat code D. When a shutoff deciding value operating unit 9 has received the number changing signal C, the quantity of heat changing signal E and a conversion effecting signal J, the operating unit 9 operates a shutoff deciding value K. When a flow rate from a flow rate inputting means 10 is larger than the shutoff deciding value K, a flow rate deciding unit 11 drives a valve 13 by a valve driving unit 12 to close a gas passage and alarms the closing of the gas passage through an alarming means 14.
