PROBLEM TO BE SOLVED: To reduce external heating quantity and CO quantity, and to effectively use the heat by providing a catalyst for presenting activity to partial oxidation reaction of original fuel and a steam supply means for supplying steam required to perform water gas shift reaction on CO generated by the partial oxidation reaction in a fuel reformer. SOLUTION: Fuel is heated by a burner 19 with air and spray water after desulfurization, and is supplied to a catalyst part of a fuel reformer 5 together with steam generated by heating. Partial oxidation reaction of the fuel is caused on a catalyst of the fuel reformer 5 to generate hydrogen and CO, and at the same time, water gas shift reaction is caused by existing steam to generate hydrogen and carbon dioxide to reduce the CO concentration. The catalyst fore presenting activity to the partial oxidation reaction is filled in the fuel reformer 5, and sprayed water from a water tank 17 is heated by the burner 19 to be formed as steam to be supplied. The partial oxidation reaction and the water gas shift reaction are exothermic reaction so that a heating quantity from an external part is reduced, in its turn, can be obviated after starting the reaction. |
