PROBLEM TO BE SOLVED: To eliminate the useless operation of a wheelchair, by making it possible to return a step for wheelchair to a normal step board instantly, so as to reopen a normal operation, when a user does not ride on even though such a step is formed. SOLUTION: When a wheelchair user does not ride on, even though steps for wheelchair 103A and 103B are formed once, a wheelchair forced finishing device 4 houses the steps for wheelchair to an operation control device 1 forcibly at the riding hall, so as to return to a normal step board, and the operation is shifted to a normal operation.
