PROBLEM TO BE SOLVED: To obtain the subject polymer useful as a paper processing agent, an antistatic agent, a softener for fibers, an insect repellent an auxiliary for detergents or the like by making an allyl urea compound to be an acidic or alkaline solution and polymerizing in the presence of an azo-polymerization initiator. SOLUTION: This allyl polymer of formula II (R is H, an aliphatic group or an aromatic group) is obtained by (A) making a compound of formula I (n is >=2 based on mean polymerization degree) preferably 10-100 wt.% acidic or alkaline solution and (B) polymerizing in the presence of an azo polymerization initiator e.g. 2,2'-azobis(2-amidinopropane) dibasic acid, 4,4'-azobis(4- cyanovaleric acid) or the like preferably at 30-100 deg.C for 10-50 h. In the above reaction, the use of the ingredient B is 0.1-15 wt.% per the ingredient A.
