PROBLEM TO BE SOLVED: To effectively buffer and absorb vertical and transverse vibration impact forces applying to a floor plate, by respectively interposing elastic buffer bodies between a lower surface of a sleeper and a reverse beam and between a side surface of the sleeper and a guide piece, and forming a clearance between an end edge of the sleeper and a vertical skeleton portion. SOLUTION: A sleeper 1 is constructed by integrally connecting cross- sectional-channel-like upper and lower ends 1B to the upper and lower parts of a vertical portion 1A, and the lower end 1B engages with a recessed part 7C of an elastic buffer body 7. The lower end 1B of this sleeper 1 is floating- supported on a reverse beam Rb of a skeleton through a basis 4 and the elastic buffer body 7, and the elastic buffer body 7 is fixedly supported by a receiving fitting 5 in an assembling process of the sleeper 1 and does not loosely move in relation to the reverse beam Rb. Because an end edge of the sleeper 1 includes a clearance 13 in relation to a wall surface of the skeleton, the sleeper 1 does not directly contact with the skeleton.
