PROBLEM TO BE SOLVED: To sufficiently fix heavy metals in soil in a short time and to prevent the elution of the heavy metals from the soil by mixing slag with an additive consisting of at least one kind among a nitrite compd., a thiosulfate compd. and a sulfide to prepare a caking material for fixing heavy metals. SOLUTION: When the elution of heavy metals from the soil contaminated with harmful heavy metals such as chromium(VI) is prevented, a caking material for fixing heavy metals formed by mixing slag with an additive consisting of at least one kind among a nitrite compd., a thiosulfate compd. and a sulfide is used in a cement-base caking agent. Otherwise, slag and at least one kind among a nitrite compd., a thiosulfate compd. and a sulfide can be mixed with soil. Consequently, heavy metals are sufficiently fixed in soil in a short time, and the elution of the heavy metals from the soil is prevented. The slag is preferably mixed by >=5 wt.%, based on the total amt., and the additive is mixed by 0.1-8.0 wt.%, based on the total amt.
