PROBLEM TO BE SOLVED: To enhance the endurance life of a friction material, by providing an applying bracket at a coupling part to couple one circumferential end part of an outside band and an intermediate band having the friction material on each inner peripheral surface, and by providing an actuator to apply two-way loads to the bracket. SOLUTION: A load is applied to a band 11 through an applying bracket 18 by moving a piston 34, a piston rod 39 and a coupling member 40 to the left for instance, by supplying pressurized fluid to the second oil compartment 33 of an actuator 31 so as to set the rotating direction of a drum 2 to the moving direction of a coupling member 40 while it is rotating. Thereby, the fixed end of an outside band 12b fixed to the applying bracket 18 moves so as to come close to the free end locked by the applying bracket 18, and the drum 2 is fastened. Thereafter, in order to release the band 11 from the drum 2, the pressurized fluid in the oil compartment 33 is discharged and the piston 34 is pushed back to a reference position by spring 37, 38.
