PROBLEM TO BE SOLVED: To obtain a catalyst having excellent catalytic activity, catalytic selectivity and catalytic life and remarkably improving production efficiency by carrying metal palladium as a main catalyst, tin or a mixture of tin with other assistant catalyst as an assistant catalyst and an alkali metal or an alkaline earth compound on a porous carrier. SOLUTION: As the porous carrier material, alumina, silica gel, silica, activated carbon and the like are mentioned, however, a mixture of silica with alumina is preferable. The content of palladium of a main catalytic metal is 0.1-5.0 wt.% based on the weight of the carrier as a reference. As the assistant catalytic metal, tin or the mixture of tin with other assistant catalytic metal such as gold, copper, cadmium are mentioned, however, a mixture of tin with gold is preferable. The content is 0.01-5.0 wt.% based on the weight of the carrier as a reference. As the alkali metal compound or the alkaline earth metal compound, potassium salt is preferable and the content is 1-15 wt.% based on the weight of the carrier as a reference.
