PROBLEM TO BE SOLVED: To provide a hydraulic driving device capable of obtaining the desired speed reduction ratio, being a small type and being small in an engaging time shock. SOLUTION: In a hydraulic driving device for a work machine having capacity variable first hydraulic motor 8 and second hydraulic motor 11, a first input shaft 5 connected to the first hydraulic motor 8 and a second input shaft 7 for freely engaging with the second hydraulic motor 11 and transmitting output torque of the first hydraulic motor 8 and the second hydraulic motor 11 to an output shaft 2, the output shaft 2 and the first input shaft 5, and the output shaft 2 and the second input shaft 7 are respectively connected via gear trains 3, 4, 6, a planetary gear device 21 is interposed between the second hydraulic motor 11 and the second input shaft 7, and a clutch 10 for freely engaging the second hydraulic motor 11 and the second input shaft 7 is arranged between a ring gear 29 of the planetary gear device 21 and a housing 24.
