PROBLEM TO BE SOLVED: To improve the frequency resolution of a low-frequency band by grouping spectrum coefficients obtained from a rectangular coordinates conversion processing means with a smaller number than that by a scale factor output means and setting the maximum spectrum coefficient in each group to a spectrum display signal. SOLUTION: A display signal generation part 113 in a spectrum display 15 groups spectrum coefficients being outputted from MDCT processing parts 102-104 for each narrower band than grouping being made by normalization parts 105-107 at a next stage for a PCM audio signal especially at 0-1.7 kHz band. The part 113 groups a scale factor being outputted from the MDCT processing parts 102-104 for each band regarding the other low-, middle-, and high-frequency bands. Then, the part 113 outputs the maximum spectrum coefficient in each group as a spectrum display signal, and a display part 115 displays a level for each band of an inputted PCM signal based on the spectrum display signal.
