PROBLEM TO BE SOLVED: To save the memory capacity required for storage of a threshold matrix. SOLUTION: A threshold matrix selection part 13 selects one threshold matrix from a threshold matrix memory 12. A threshold matrix inversion part 14 inverts thresholds stored in the threshold matrix selected by the threshold matrix selection part 13 with a certain value as the center value to obtain an inverted threshold matrix. A binarizing part 15 performs binarization by using the threshold matrix selected by the threshold matrix selection part 13 or the inverted threshold matrix obtained by inverting thresholds by the threshold matrix inversion part 14. Binary data binarized by the binarizing part 15 are stored in a binary picture memory 16.
