PROBLEM TO BE SOLVED: To provide a voice recording and reproducing device which is capable of reducing the number of components and package space and whose size can be easily reduced and whose cost can be easily lowered and also which has high reliability. SOLUTION: This device is provided with a flash memory 19 having a voice data area 90 and an index information area 91, an encoding/decoding device (ADPCM) 43 which encodes a quantized voice signal into voice data having prescribed bits and also performs the decoding of the voice data and a control means controlling the writing of the voice data and the index information concerning the voice data with respect to the memory 19 or the reading out of the voice data based on the index information concerning the voice data stored in the memory 19 in accordance with the program codes stored in an internal storage means and, moreover, the encoding/decoding device 43 is connected to internal busses 35 in this device.
