<p>PROBLEM TO BE SOLVED: To recover deterioration in image quality of an important area in a short time and not to leave deterioration in the image quality for in a part being an important area in the past. SOLUTION: The image coder is provided with important area discrimination section 105 that discriminates whether or not a current block is included in an important area among blocks included in a picture, an important area memory 106 that stores important areas of one or more preceding pictures in the unit of blocks, a subtractor 108 and an adder 114 as count means that count the number of times of application of intra-coding to each block in each important area, and an intra-coding control means 107 that controls each block in the important area so that each block is intra-coded for a prescribed number of times or over.</p> |
