PROBLEM TO BE SOLVED: To provide the noise signal generating device of a white noise signal having a satisfactory random-frequency change and to provide a using device having inexpensive constitution. SOLUTION: In a noise signal generating device 10, a sample Zener diode 11, where a comparison difference between a pulsating waveform obtained by amplifying/rectifying a white noise signal 11a when reverse bias voltage Vb is changed previously and given to a sample Zener diode 11, whose generation of the white noise signal 11a is considered to be satisfactory with a curve drawn as a permission range or a reference pulsating waveform is within a prescribed value, is selected as a Zener diode (G) which is to be used. The reverse bias voltage Vb(G) of a fixed value, which is larger than a Zener voltage Vz, is given to the selected Zener diode 11(G), and the white noise signal 11 is generated. Since selection is easy, manufacture cost becomes low. A random data signal device generating the random data signal of random numbers and secret communications equipment for communicating a communication signal obtained by ciphering a communication content based on the random data signal exist as using devices.
