PROBLEM TO BE SOLVED: To efficiently transmit transmission data sent from a terminal through a communication network suitable for the transmission independently of a protocol to which the terminal corresponds. SOLUTION: A CPU 11 discriminates whether or not data of an IP packet outputted from terminals 5, 6 require real time performance based on information of a service attribute in the IP packet. When the data of the IP packet requires no real time performance, the CPU 11 transmits the IP packet as it is to an IP packet network 3. Furthermore, when the data of the IP packet requires real time performance, the CPU 11 converts a protocol based on an ISDN protocol and transmits the converted data to an ISDN 4.
